Premise

One shot. With one shot, the Skrull Invasion ended. One shot, and the entire world changed. In one shot, Norman Osborn became a hero and savior, for he was the one who was seen blowing off the head of the Skrull Queen. As Tony Stark was blamed for the invasion, Osborn was simultaneously rewarded for his efforts by being the authority to create a new world peace keeping organization to replace S.H.I.E.L.D., that he christened as H.A.M.M.E.R. Similarily, the Avengers and Fifty State Initiative became the Thunderbolts Initiative under Osborn. With the government and the public behind him, Osborn wasted no time in consolidating his power, with one of his first acts being the creation of his own Avengers team. Meanwhile, he secretly met with Namor, Emma Frost, Doctor Dooom, Loki, and the Hood to plan a new world order, offering solidarity and the resources to accomplish their own agendas.

Finally, the villains had won.

It was the beginning of a Dark Reign.

Although Osborn had promised Emma Frost that he would leave the X-Men and the mutants in San Francisco alone, riots in the city soon forced his hand. When Cyclops failed to turn himself in and relinquish his leadership role within the mutant community, Osborn created his own team of H.A.M.M.E.R. sanctioned X-Men to deal with the rioters and enforce a curfew, led by Emma Frost, who personally recruits Namor to her team. Through various confrontations, it is soon revealed that Emma Frost and Namor are still loyal to Cyclops and the X-Men, and that they have been duping Osborn the entire time. A battle breaks out between the mass of assembled X-Men Cyclops has brought together against Osborn and his team of Avengers and X-Men, who are overwhelmed. Forced to retreat, Cyclops and his X-Men have found, for the time being, a sanctuary they have appropriately named 'Utopia', formerly Asteriod M, newly risen from the ocean off the coast of San Francisco by the X-Club.

Despite the victory of the X-Men, the mutant community has never been in more dire straits, with Osborn plotting vengeance, the human-sentinel hybrid Bastion gathering strength behind the scenes for an all out attack on mutantkind, and the announcement of the new United Nations sanctioned Mutant Response Division.

The New and Mighty Avengers have had their own confrontations with Osborn and H.A.M.M.E.R. The forces of the Hood grow stronger every day. In Great Britain, MI-13 has triumphed over Dracula, or... have they? Recent stirrings may suggest otherwise. Meanwhile, the Secret Warriors battle a newly arisen HYDRA.

And on the otherside of the universe, the war between the Kree and Shi'ar Empire has ended with the apparent deaths of both Blackbolt and Vulcan. But even with the Shi'ar Empire now under the Kree, and Gladiator having become the new Praetor of the Shi'ar avoid further war, there remain new challenges upon the horizon.
